REASON FOR HIRE:

The mission of the Spokane Tribe Vocational Rehabilitation Program (STVR) is to provide culturally appropriate Vocational Rehabilitative services to Native Americans with disabilities living in our region (Lincoln, Pend Oreille, Spokane and Stevens counties) who have a functional limitation and need assistance maintaining, obtaining, or regaining employment.  We fulfill our mission by providing job training opportunities, assistive technology services, and job placement services to eligible people.  An estimated 20% of Native Americans living in our region are eligible for our services.  The program needs to expand its capacity in order to further reach more eligible people.

 

MAJOR JOB DUTIES:

Up to 50% of this job focuses on services for eligible youth:

  • Develops, strengthens and maintains relationships with secondary school administrators, guidance counselors and special education teachers within the region
  • Provides school-to-work transition services to eligible high school students, managing a caseload of up to 25 AIVR-eligible high school students
  • Develops sustainable relationships with employers interested in high school age employees
  • Develops sustainable relationships with training programs, trade schools and higher education programs best suited for AIVR-eligible high school students

At least 50% of this job focuses on services for adults:

  • Efficiently manage a caseload of up to 30 clients, providing the following services:
    • Conduct initial interviews
    • Coordinate and synthesize necessary medical, psychological, social, educational, vocational, and financial information to determine eligibility
    • Effectively provide Vocational Rehabilitation counseling, develop individualized plans for employment with each eligible client, monitor clients’ progress, and arrange Vocational Rehabilitation services
  • Responsibly assess impacts on clients’ other related services, such as Social Security Disability Insurance
  • Other duties include routine data entry, routine reporting, providing good customer service, staffing promotional events, etc.

MINIMUM REQUIREMENTS:

  • Associate’s degree with intent to pursue an undergraduate degree in social work, behavioral health, psychology, disability studies, or other allied field plus two years’ related experience or any combination adding up to four years total in education plus experience
  • Demonstrate experience with and sensitivity to non-dominant cultures, including people with disabilities
  • Demonstrate creativity in applying multiple counseling techniques to meet the varied needs of clients
  • Demonstrate ability to effectively network with employers, colleagues and other social service organizations
  • Demonstrate dependability, keeping confidential information secure, establishing firm boundaries, maintaining professionalism
  • Valid motor vehicle license, good driving record and insurability
    • This position will be housed in Wellpinit at least 50% of its time, and travel throughout the four-county region up to 50% of its time
  • Availability to travel occasionally outside of the region for business meetings and trainings
  • Knowledge of community organizations and training/employment resources
  • Ability to establish and maintain effective working relationships
  • Ability to work independently and exercise good judgment in making decisions
  • Knowledge and experience with Microsoft products such as Word and Outlook
  • Ability to effectively learn specialized software
  • Must be able to pass a drug test and background checks as required by the Spokane Tribe of Indians

 

DESIRED QUALIFICATIONS:

  • Undergraduate or graduate degree in social work, behavioral health, psychology, disability studies, or other allied field
  • Professional and/or personal experience working with people with disabilities
  • Knowledge of Spokane Tribe community, federal Vocational Rehabilitation programs, Native American cultures/traditions/languages
  • Experience negotiating with vendors and/or job recruiters
  • Knowledge of American Indian Vocational Rehabilitation federal grant authorized through the Department of Education
  • Technical knowledge of medical, psychological and other aspects of disabling conditions, including chemical dependency
  • Ability to creatively design reasonable job modifications, including the use of assistive technologies
